Purpose
The Resource Guide is a collection of publicly available information on organizations that provide guidance or assistance to elder adults, their families and friends, and providers within Riverside County. Services may include counseling, legal advice, financial guidance, or advocacy on behalf of the Riverside County seniors. It includes contact information for organizations listed.
Organizations included vary in mission, size, scope of services and intended audiences. They are not medical centers, urgent care centers, or healthcare triage facilities.
Please treat the guide as intended – for reference and awareness for older adults seeking advice or services, care givers and providers, as well as those looking for additional information on strategic planning activities at the State and Riverside County levels.
The Guide does not include all service organizations that may be of assistance on case-by-case basis. It doesn’t directly include organizations that may be billable or health-condition focused. This information can accelerate the search for support during aging and associated life events.

Organizations and Supervisorial District Offices Riverside County Senior Centers
Senior centers are community focal points and are a widely used service among America’s older adults. Currently, 11,000 senior centers serve more than 1 million older adults every day in their communities.
Senior Centers are sources of physical and social well-being, and centers provide services with emphasis on improvements in their physical, social, spiritual, emotional, mental, and economic well-being.
There are 48 senior centers across Riverside County. Typical services may include:

Riverside County Office on Aging (OoA)
The Office on Aging (OOA) is a home and community-based, consumer-oriented system of services for older persons in Riverside County. The Office serves to promote and support a life of dignity, well-being, and independence for older adults and persons with disabilities.
The Office on Aging provides over 20 programs and services, either directly or through contracted providers, which support older adults to remain independent and living in their homes and communities. All OoA programs and services are free to those who meet the minimum qualifications.
Riverside County Department of Public Social Services (DPSS)
DPSS supports and improves the health, safety, well-being and independence of the county’s individuals and families. Professionals collaborate to provide the most effective solutions to customers. DPSS has served Riverside County for a century and helps more than 1 million people each year access vital services in the tenth largest county in the nation.

In Home Social Services and Public Authority (IHSS)
The Public Authority manages a public registry that matches Riverside County Adult Services clients with a trusted in-home caregiver. The client decides which caregiver can meet their.
The Housing Authority of the County of Riverside (HACR)
The Housing Authority administers the development, rehabilitation or financing of affordable housing programs. The Authority supports and promotes healthy, thriving communities, re-ignite hope and restore human dignity through the creation and preservation of high quality and innovative housing and community development programs which enhance the quality of life.
Riverside County Supervisorial Districts (5)
The Board of Supervisors is the governing body of the County. The Board enacts ordinances and resolutions, adopts the annual budget, approves contracts, appropriates funds, determines land use zoning for the unincorporated areas, as well as appoints certain County officers and members of various boards and commissions.
The guide shows each District’s contacts and the cities supported by each District. Supervisors are elected county officials. There are 5 Districts in Riverside County. D 4, which includes Coachella Valley, is the largest in geography.

California Department of Aging (CDA)
The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State.
The Department contracts with the network of 33 Area Agencies on Aging, who directly manage a wide array of federal and state-funded services that provide meals, help finding employment; supportive services to assist older individuals as well as younger adults with disabilities to live as independently as possible; promote healthy aging and community involvement; and support family members in their vital care giving role.
Community Health Association Inland Southern Region (CHAISR)
The Community Health Association is a champion for community-based health centers and clinics located throughout Riverside and San Bernardino Counties. CHA provides services to support our diverse membership in providing access to care and quality health services for safety net communities.
The Association provides advocacy, public policy promotion, technical assistance, healthcare workforce enhancement and healthcare education, as well as resources to strengthen the provision of primary and specialty care services throughout the region.
The Health Insurance Counseling & Advocacy Program (HICAP)
HICAP offers free, one-on-one Medicare counseling. Trained volunteer counselors can answer your questions and help you understand your Medicare rights and benefits, including how to appeal denials of coverage; Medicare supplemental insurance (Medigap policies); Medicare Advantage plans; employee and retiree coverage; and long-term care insurance.
California Commission on Aging
The Commission serves as "the principal advocate in the state on behalf of older individuals, including, but not limited to, advisory participation in the consideration of all legislation and regulations made by state and federal departments and agencies relating to programs and services that affect older individuals."
The Commission’s work reflects the values of equity and inclusion; autonomy, choice, and access; respect and integrity; collaboration and partnership.
California Health Advocates (CHA)
California Health Advocates is a leading Medicare advocacy and education non-profit in California. CHA receives financial support from private and public organizations. Advocating on behalf of Medicare beneficiaries and their families, CHA targets federal and state level legislators and their staff through media and educational campaigns. CHA collaborates with strategic partners concerned with Medicare-related issues. CHA conducts public policy research to support improved rights and protections of Medicare beneficiaries and their families.
Inland Empire Coalition on Aging (ICA)
The Inland Coalition on Aging (ICA), brings together the expertise of diverse health care entities, community- based organizations, public officials, and stakeholders to better serve older adults, adults with disabilities, and caregivers in San Bernardino and Riverside Counties.
Over the next two decades, California’s over-65 population will nearly double, with those aged 85 and older being the fastest growing demographic group. While this change in demographics will introduce new opportunities for economic and community growth, it will simultaneously lead to an increased demand for health and support services.
Justice in Aging
Justice in Aging is a national organization that uses the power of law to fight senior poverty by securing access to affordable health care, economic security, and the courts for older adults with limited resources.
Justice in Aging is the opportunity to live with dignity, regardless of financial circumstances—free from the worry, harm, and injustice caused by lack of health care, food, or a safe place to sleep. By using the law to strengthen the social safety net, and remove the barriers low-income seniors face in trying to access the services they need, we work to ensure the future we all envision for our loved ones and ourselves.
